Roulette Rules Philippines: Bets, Odds and House Edge

Last checked: 19 September 2026. Roulette is simple to start but easy to misunderstand. You place chips on a number or group of numbers, the wheel is spun, and the winning pocket settles the round. The important details are the wheel type, the exact bet coverage, the displayed payout and the effect of zero.

This guide explains roulette rules, common bets, probabilities and house edge for Philippine players. It does not recommend a casino or a betting system. Rules and limits can differ by table, so always read the live game screen before staking money.

How roulette works

A roulette wheel contains numbered pockets. The dealer or automated system spins the wheel and ball in opposite directions, and the ball eventually rests in one pocket. A bet wins only when that pocket is included in the area covered by the chips.

The table layout is a map of the wheel outcomes, not the physical order of the pockets. Bets placed on the numbered grid are usually called inside bets. Bets placed on groups such as red or black, odd or even, dozens and columns are outside bets.

Roulette is a game of chance. The UK Gambling Commission uses roulette as an example of a game whose outcome depends entirely on chance. A previous red, black or zero result does not make another result “due.” The ball has no memory, and a displayed history board does not change the probability of the next valid spin.

Single-zero and double-zero roulette

The first check is the number of green pockets. PAGCOR's official casino regulatory manual describes both varieties:

• Single-zero roulette: 37 pockets — numbers 1 to 36 plus one green 0.
• Double-zero roulette: 38 pockets — numbers 1 to 36 plus green 0 and 00.

That extra 00 matters. Standard payouts are normally the same on both wheels, but the double-zero wheel has one more losing outcome for most bets. A straight-up number therefore wins once in 37 possible pockets on a single-zero wheel and once in 38 on a double-zero wheel.

Do not identify the version only from the game's name or artwork. Open the rules or paytable and inspect the wheel and betting layout. A live table may also offer special bets or side features with different coverage and mathematics.

Roulette bet types and standard payouts

The following table shows common base-game bets. “Numbers covered” means the count of winning pockets for that chip placement. The payout is profit; the original stake is generally returned with a win. Confirm the table's own rules before playing because variants can add or change bets.

Zero and double zero are not red or black, odd or even, or part of 1–18 and 19–36. That is why an even-money bet does not have a true 50% chance on the standard wheel.

How to calculate roulette probability

For a standard bet, divide the number of covered winning pockets by the total number of pockets. On single-zero roulette, a red bet covers 18 of 37 pockets:

18 ÷ 37 = about 48.65%

A straight-up number covers one pocket:

1 ÷ 37 = about 2.70%

On double-zero roulette, red still covers 18 pockets but the wheel has 38:

18 ÷ 38 = about 47.37%

Covering more numbers produces more frequent wins but a smaller payout. Covering fewer numbers produces less frequent wins but a larger payout. Neither choice removes the built-in mathematical disadvantage.

House edge on roulette

House edge is the casino's average mathematical advantage over many rounds under the stated rules. It is not a prediction of what one player will lose in one session. The UK Gambling Commission explains that house edge measures what a casino would expect to retain on average from a casino game under normal patterns of play.

With the standard payout table, most single-zero roulette bets have a house edge of about 2.70%. Most double-zero bets have a house edge of about 5.26%. The difference comes from paying wins as though there were 36 outcomes while the wheel has 37 or 38 pockets.

For example, a ₱100 red bet on a single-zero wheel has 18 winning pockets and 19 losing pockets. Across all 37 equally likely outcomes, the expected result per ₱100 stake is:

(18 × ₱100 − 19 × ₱100) ÷ 37 = −₱2.70

This is a long-run average, not a fee removed from every spin. A short session can finish ahead or behind by much more.

What to check before placing a roulette bet

2. Count the green pockets. Confirm whether the game is single-zero or double-zero.

4. Check minimum and maximum stakes. Table limits may apply to the total round, each bet position or both.

Why roulette systems do not beat the wheel

Martingale, Fibonacci, Labouchere and other progression systems change the size or sequence of bets. They do not change the number of pockets, the payout table or the chance of the next outcome.

A progression can create many small wins followed by a large loss. Casino table limits and a finite bankroll prevent unlimited doubling. Even without those limits, each standard bet still carries the same house edge, so increasing the amount at risk does not make the underlying game favourable.

Pattern systems have the same problem. Five black results in a row do not make red more likely on the next fair spin. Dealer signature claims, hot numbers and cold numbers should not be treated as forecasts. If a game records results, use the history to verify a disputed round, not to claim the next pocket is predictable.

Online, live and automated roulette

Live roulette uses a physical wheel shown by video. Automated roulette may use a physical wheel without a live presenter, while digital roulette may produce outcomes through certified game software. The interface can look similar, but round timing, records, rules and technical interruption procedures can differ.

Do not assume a faster table is better. A quicker cycle can increase total spending because more bets fit into the same period. Compare games using the wheel type and published rules, then control the number of rounds and total stake rather than focusing only on each small chip.
